The person filming the ordeal from a passing car can be heard shouting at the woman to stop.
They yelled: "You are hurting your dog. The dog's going to die. You are hitting the curb."
In response, the dog dragger mutters something inaudible before turning away and carrying on up the road.
The RSPCA has since confirmed that the dog has been rescued and that they have launched an investigation.
Cops reportedly tracked the woman down on Wednesday night and seized the suffering pet.
The Erdington division of West Midlands Police released a statement on Twitter, which confirmed the animal had been found and said: "The dog is now safe with the RSPCA and being treated by a vet.
"An investigation has begun."
An RSPCA spokesperson said: "A dog who was seen in a video posted online has, this evening, been seized by police and is now in RSPCA care and being checked over by a vet.
"Our inquiries are ongoing so we won't be releasing any further information at this time but we'd like to thank West Midlands Police for assisting with this investigation and helping to find the dog so quickly."
The video prompted shock and outrage on social media.
It was posted by a local blog on Twitter, with the caption: "Who is this person? This dog needs to be found and rescued."
Commenters have slammed the woman for her cruelty to the suffering pet.
One asked: "Why has no one stopped her?"
Another chimed in "Has this been reported? It's horrific."
A third said: "Poor dog. I hope they find the lady driving and take the dog off her."
Others simply said that they hope the animal is alright, while one called the act "sickening".
